The city and district councils were faced with the challenge of drafting and then implementing a long-term plan for the future of their municipality. They had defined a number of areas of activity, the most important aspect being to foster dialogue between city council, district council, and the townspeople, as well as to enhance cooperation between different offices.
A step by step, pragmatic and situation oriented approach, economical resource management and the continuity in cooperation helped establish effectiveness as well as acceptance. Holistic organizational development requires realistic goals to provide direction, goals which can then be used to evaluate the various offices and their departments. Confidence grows with transparent, functional processes and if everyone is clear about who does what and in which capacity.
